Afghanistan. 2005.

In the shadow of 9/11, the country prepares for its first multi-party parliamentary elections since 1969.
Satbir Bedi lands in Afghanistan as a UN bureaucrat tasked with conducting a free and fair election. Known as one of India’s sharpest election experts, she is the government’s go-to to oversee some extremely sensitive polls.

But her posting in Kapisa province in Afghanistan throws up a variety of challenges. It’s a job that means coordinating with wary Western allies and more importantly, all sides of Afghanistan’s fragmented society: local villagers, mujahideen, repatriated refugees, courageous Afghan women determined to make their voices heard—and even the Taliban. All of this unfolds as her marriage deteriorates, testing her resolve in ways both public and heartbreakingly private.

Gunpowder in the Garden chronicles Satbir’s journey into the crucible of Afghan politics, where she grapples with volatile coalitions and the subtle, resilient humanity she finds in unexpected places. As she navigates a foreign land’s hopes and fears, Satbir finds herself fighting two battles—one for a nation’s fragile future and another for her own.

Satbir Bedi

Satbir Bedi was an Indian Administrative Service officer for 35 years. Highlights of her career include serving as Chief Electoral Officer for Delhi, when she oversaw the creation of the city’s first photo-verified voter rolls and launched a massive media campaign to encourage voter turnout. These programmes became models for the rest of the country. As Delhi’s Director of Education, she designed a system of state-run, magnet-like schools that helped underprivileged children become scientists, doctors, engineers, civil servants, and advanced statisticians. Earlier, she participated in launching India’s Pulse Polio program, which ultimately eradicated the disease from the country. She was later Member Secretary of the National Commission for Women. Satbir earned a bachelor’s and a master’s degree at St. John’s College in Agra and a PhD in Psychology at Banaras Hindu University in Varanasi. Her two sons, Sukrit and Shashwat, live in the United States.
