यह एक राजनीतिक व्यंग्य है जो विवेकहीन शासन और मूर्ख प्रशासन पर प्रहार करता है, जहाँ न्याय और अन्याय में कोई भेद नहीं होता। इसमें एक लोभी चेले (गोवर्धन दास) की कथा है, जो ऐसी नगरी में फँस जाता है जहाँ हर चीज़ का दाम एक टका होता है। अंत में, उसका गुरु अपनी बुद्धि से उसे फाँसी से बचाता है। इसे आधुनिक हिंदी नाटक का मील का पत्थर माना जाता है। यह नाटक जनता को शासन की विसंगतियों के प्रति जागरूक बनाता है। जो राजा जनता के प्रति संवेदनशील नहीं, उसके राज में सच्चे लोग मारे जाते हैं तथा धूर्त लोग फलते-फूलते हैं। तानाशाह की सत्ता है, न्याय का आडंबर होता और जनता का शोषण किया जाता है। ऐसी नगरी में गुणवान और गुणहीन लोगों में कोई भेद नहीं किया जाता।
