O. P. Singh served in the Indian Police Service for thirty-three years on the Haryana cadre, retiring as the 41st Director General of Police, Haryana. He led specialised teams against cybercrime, narcotics and organised crime; helped frame the rules under India’s anti-money-laundering law and investigated early cases under the Act; and served on a United Nations mission. He is decorated with the President’s Police Medal for Meritorious Service and for Distinguished Service.
As a practitioner he pioneered ‘crowd design’ — the open-streets Raahgiri programme, mass district marathons run in the wake of unrest, and the SPAT youth-sport movement that has brought millions of children onto playing fields. In 2018 the Chief Minister of Haryana invited him to lead a dedicated community-engagement vertical in the Chief Minister’s Office, scaling these ideas statewide. He was later Principal Secretary to the government.
Trained in psychology, economics and English literature, he is the author of two books in Hindi, Hauslanama and Jin Dhoondha Tin Paiyan, and one in English, Say Yes to Sports. He writes and speaks on governance and public systems, and places op-eds pegged to live news with national outlets.
